In order to solve the widespread problem over land rights at

the structural level, it is recommended that action be taken to ad-
dress the identified problems concerning information and evidence,

performance of government personnel, filing and investigation of
charges, court cases and compensation for people found to be in-
nocent.

Additionally, it is recommended that laws pertaining to land
rights and forests be reviewed to bring them into line with current
realities, and that related policies that result in citizens not being

treated fairly also be reviewed. Such policies would include those
concerning permission to enter forest areas and land allocation. And
appropriate reforms need to be made in the state offices and orga-

nizations tasked with solving the problem of injustice in land rights
cases. Concerning the judicial process, procedures for investigating

complaints and deciding whether to proceed with court cases should
be reviewed. It is especially important that inquiry and investigation
procedures ascertain the truthfulness of evidence and documents

presented in support of charges. As for court cases, the severe effects
that the cases themselves can have on the defendants should be

taken into consideration.
