3. Forgeries and manufactured evidence including fake land

purchase documents and false demarcation of land bound-
aries are used to obtain official land titles that are then

presented as evidence in court, where such official evidence
is usually accepted as proof of ownership.
4. “Land laundering” schemes pass ownership indirectly

through banks and the government.

Performance of government personnel

5. Government personnel act improperly.
6. Government personnel restrict the livelihood activities and
other development opportunities of people fighting cases

for their land rights.
7. Government units whose work relates to cases do not act

in accordance with policy directives on how to solve the
problems.
8. Government personnel use violence against ordinary citizens

fighting cases for their land rights.

Filing and investigation of charges

9. Charges are filed against people without sufficient evidence.
10. The filing of a large number of complaints relating to the
same case places an enormous burden on ordinary citizens.

11. Eviction orders are enforced against citizens who have been
in possession of contested land before the case for owner-
ship is decided.
